Expanding the Integration of Women in Peace Efforts within the Framework of Resolution 1325 on Women, Security and Peace

Abstract
Women are among the social actors who have the most influence on the incitement and escalation of conflicts. At the same time, they are very important actors in all peace processes, starting preserving, making and building peace. So the UN SCR No.1325 issued in 2000 by its highest body to emphasize this role in order not to be marginalized and take advantage of women's creative energies in all stages of peace operations, especially the peace building stage. UN SCR 1325 is a very important practical framework in engaging and integrating women in the overall efforts for peace, which for the first time tackled institutionally an extremely important issue: adding and protecting women before armed conflicts, and protecting them during those conflicts. UN SCR 1325 referred to the issue of integrating women in the overall peace efforts, and involving them in decision-making and drawing strategies, as a right and as a commitment, in order to benefit from their different visions and their capabilities. This study assumes that if women had the opportunity to participate in efforts aimed at peace at all levels and stages, and if they were included in those efforts as an actor, the opportunities for those efforts would be crowned with success. The study came to analyze UNSCR 1325, and the extent of its binding or not, and then researching its four topics and themes, and finally turning to the issue of activating it. On the mandatory issue, we have concluded that it is binding on all member states of the United Nations. The decision focuses on four stages, which are Prevention: protecting women from violence before conflicts, Protection: protecting their rights from violation, Inclusion: involving them in decision-making and Recovery, which is the peace building stage. The study concluded that the rates of women's representation in peace efforts are still below the required level and this is a clear violation of the United Nations efforts to integrate women in this process.
