الملخص
هدفت الدراسة إلى التعرف على الأطر المفاهيمية للحوكمة في الجامعات الحكومية السعودية، ومناقشة المفاهيم الرئيسية لكفاءة الإنفاق، والكشف عن دور الحوكمة في تحسين كفاءة الإنفاق في الجامعات الحكومية السعودية. واستخدمت المنهج الوصفي التحليلي للأدبيات، والدراسات السابقة ذات العلاقة بموضوع الدراسة. وتوصلت إلى مجموعة من النتائج، من أبرزها: أن للحوكمة دوراً فاعلاً في تحسين كفاءة الأداء بشكل عام، ولها تأثيرٌ كبير في تحقيق كفاءة الإنفاق بالجامعات السعودية، وأن تطبيق الحوكمة بالجامعات يسهم إيجاباً في تحديد السلطات، والمسؤوليات بوضوح وشفافية، ويعمل على تحقيق العدالة بين جميع منسوبيها، من خلال ما تقدمه مبادئ الحوكمة من فرصٍ للتواصل والمشاركة في اتخاذ القرارات. كما أظهرت النتائج أن للحوكمة دوراً مهماً في المراجعة الشاملة والدقيقة للأنظمة؛ والتركيز على ضمان كفاءة الإنفاق، وتعظيم أثره بما يضمن استدامة الموارد، وتحسين الأداء.
